BANNED COUNTRIES:

UNIVERSAL RULES AND RULES FOR MINORS (Special Rules for Spain, Brazil, Romania, Belgium, China, and the Commonwealth ):
1.No coups, including AI countries.
2.No boosting majors ever. Minor players can be boosted with permission (Spain cannot be boosted). AI can be boosted — in all cases a max of 2 from each ideology can boost.
3. No building forts above level 5 (you can go above level 5 with focus), this includes coastal forts.
4. Volunteer forces may ONLY be sent during CIVIL WARS to a side supporting your ideology (Communists to communist government, non-aligned to non-aligned etc.). After losing volunteers you cannot replace them by sending more.
5. In order to obtain military access, countries must have matching ideologies.
6. No Faction Joining outside of events and focus until 1938 or until world tension has reached 100%. (France can join Allies with the Focus etc.)
7. Your government MUST be the same ideology to join a faction. You cannot join an alliance and flip ideologies; I don't care how much manpower you get. Non-Aligned cannot join alliances unless they are in a defensive war.
8. Do not strap marines/mountaineers to Tanks, TDs and SPGs.
Divisions may not have more than 1 line artillery or AT battalions of any type per 10 width, whether towed or SPG/TD, support does not count towards the limit.
9. 10 Width Minimum on Divisions, don't spam micro-divisions, it lags the game. (This does not apply to countries with fewer than 20 divisions).
10. In Peace conferences where multiple alliances are engaged in hostilities, countries who capture territory get first dibs on it.
11. No trading unnecessary factories, you have a shitty economy law, deal with it.
MINORS:
-You cannot create alliances. No exceptions
-You may not justify war until world tension reaches 40%.
-If you start out in the Allies you cannot switch ideology (Canada, Raj, South Africa, New Zealand, Australia)
- DO NOT select a demagogue/reformer/revolutionary until 1937 to avoid bullshit AI civil wars. Puppets can't change ideology (duh). Avoid Civil wars.
FORBIDDEN EXPLOITS & BS SUCH AS:
Leaving Fleet on 'Do not Engage' to maintain naval supremacy when there is an enemy fleet in the region.
-No juggling research bonuses.
-No Influencing the Netherlands/Belgium in order for the UK to declare war if it is not a player.
-Don't delay answering Events intentionally for more than a week.
-No justifying to raise world tension and then cancelling, or any similar effects.
-No peace deal exploits such as passing. Peace deals between major alliances will be conducted in peace conference chat between players, with preference to territory captured. There are further guidelines in peace conference channel description.
-You cannot just roll over for a certain enemy by deleting divisions, you can give preference to a particular front, but you MUST offer resistance.
-No naval invasions with volunteers.
-No using a single submarine to rob a fleet of naval supremacy in a region.
-No disbanding troops when they are cut off, you lost 'em fair and square, they don't just disappear back into your hands.
-No "Liberating" core territory during wartime to delay capture. You can release countries before wartime.
-No using the spotting bug to get free admiral xp.
-No more than 4 Carriers per Battle and no 100% Naval bombers Air wings in Carriers.
-No exploiting paratroopers to gain defensive bonuses when attacking forts.
- No encircling capitals to cut off supply.
-No cancelling/repeating naval invasions to get around your technology limitations. You can only have as many troops as your technology allows in active naval invasions.
ROMANIA:
-You can only go Axis or stay neutral. (No joining Allies or Comintern).
- If Germany and Russia do 'Moltov-Ribbentrop Pact' You must cede Bessarabia + Bucovina to Russia if they demand it.
SPAIN:
-Spain must go fascist.
-Spain cannot go total mobilization during the civil war.
-Spain cannot be boosted by other countries
-Spain cannot join the axis or justify a war on the allies until 1941 unless france has capitulated, the allies justify on spain, or the USA has joined the war with germany.
FINLAND:
-You may NOT UNDER ANY CIRCUMSTANCE CHOOSE "We are better off in the motherland" when the soviets issue their ultimatum (choose only the 2nd or 3rd options).
You may not be guaranteed by any country or join the Axis until Jan, 1941
TURKEY:
You Must Join the Allies
BELGIUM:
-You may not go COMMUNIST or FACIST and can ONLY JOIN ALLIES.

-You cannot use the exploit to break the non-agression pact through the "War With the USSR" focus, break the non-agression pact first.
-You may only invite either Turkey and Iran OR Sweeden and Finland to the SOVIET war.
-The Berlin-Moscow alliance is not allowed

-No taking the Black Chamber Operation focus

(15) Volenteers can only be sent to civil wars, exeption to this is the US that may send volenteers to the allies and USSR to PRC.
(16) No troll countries or the Hosts specific banned naions.
(17) Majors must be played by players with more than 300 hours (The Host may have his own prefered threshold for individual majors).
(18) Majors/relevant nations must be filled before south American or Chinese Minors can be chosen (Again subject to hosts preferance).
(19) Majors must stay in their historical factions; they cant change their ideology. Only fascists or Communists that have not been in an offensive war can join the allies.
(20) Japan can not puppet China through focus.
(21) You must be the same ideology as the faction you are going to join with the exception of non-aligned nations joining the Allies (E.g. Poland joins the Allies)
(22) The fort limit is 6 including focuses. Level 10 forts are absolutely against the rules.
(23) UK may not hand over British Malaya to Australia
(24) Commonwealth nations can not do unhistorical focuses (Fascist and Communist paths)
(25) If Romania joins the Axis, Turkey must join the cominterm and vice versa to keep factions balanced.
(26) The following nations are always banned: Austria, Czechslovakia, Yugoslavia, Poland, Netherlands, Dutch East Indies, People's Republic of China, Switzerland, Albania and Luxembourg.
(27) Brazil is the only allowed South American nation, concession can be given for Argentina.
(28) Japan may not justify and declare war on the Chinese warlords unless he has declared war on China already.
(29) The USA may not declare war on Japan until China has been defeated, it is 1941 or Japan declares war on the allies
(30) The USSR may send 10 divisions to China.
NOTE - Follow intervention focus war goals, for instance America has to puppet Venezuela.
NOTE - No Guarentee's after justification (including focus's) untill 1939.

Comintern:
USSR may only take Finland baltics and RO (only bessarabia) when molotov occured
Axis:
Japan is not allowed to puppet China and China is not allowed to join a Axis, Comintern or Allies

5. Japan may not invade USSR until 1943. (NAP)

4. France cannot do the Franco-British Union or expeditionary its forces to prevent them from surrendering upon capitulation.
5. USSR cannot expand beyond the Molotov-Ribbentrop sphere until 1940 - Then only iran + afghanistan is attackable. (no southern thrust until 1940 and baltic states until germany attack poland)
6. No changing eco laws thru intervention focuses.
7. May not declare war upon Japan until 1942 if still at war with China (unless Japan joins another war).
